To my way of thinking the carpenter scale is same as the SAE (Society of American Engineering) scale, which is what drill bit sizes are commonly referred as. In tools you get SAE or metric - SAE is fractions of inch, metric is multiples of mm. And then you can get into Whitworth (English) threads, ACME square threads (SAE pitch, though), etc.

Old machinists do this kind of conversion in their head without even thinking about it. The rest of us need the tools Ed mentioned.
