To my thinking the first P ppm would translate to 7,000 pounds of P in 1,000,000 lbs of the material.
Take that times 2.3 = 16,100 lbs P2O5 per 1,000,000 of the material.
The rules of thumb will not apply to convert from ppm to lbs.
In this case 5.5 to 6 inches of materil does not weigh 2,000,000 pounds.
Need some help with conversion factors..........
