Soil was moving before the first plow was put in the dirt and soil will be moving after the last tractor and planter is parked.  Anytime you have the massive snow melt coupled with 4+ inches of rain, soil moves.  Makes no difference if tilled, notilled, or pasture.  Tillage with no residue and poor terracing will be the worst, but ALL soil types and coverages WILL move.

Probably why government conservation programs don't work when they are needed.  Around here, CRP under CP-25 is required to be burned at least once every contract period.  As I drove around looking at blackened acres, my thoughts drifted to what a 4"+ spring rain would do to some of those acres.  Sheer complete stupidity.  If it is too much cover for the wildlife, let the guys hay it once every 5 years.
