Potash fertility management will help. In theory the best water economy of use is when the plants have 2.78% to 2.83% P tissue analysis.
Please don't ask for a reference, because those numbers came from different sources all of which I can not find, if they do exist in my notes.

Supposedly they used to grow dry land alfalfa in Nevada. Hope some others can add to this.
