Subject: soybeans not making nitrogen

Have two fields that beans are having a hard time making nitrogen. I blame some of it on the weather, they have a few nodules but not many. Other fields are loaded with them. This is first time beans and was triple dosed to start.
Are their any spray over the top inoculants that would help?With the poor bean prices and cost of fertilizer I hate to spread nitrogen but don't want to waste all the other work either. These are just starting to flower now.
