What kind of soil is in the bottom? I'm a bit concerned about putting alfalfa in such a low spot...alfalfa doesn't like wet feet. If its a silty clay loam, clay loam, or similar, alfalfa wouldn't be your best bet.

Alfalfa itself is not bad for grazing, but some varieties are better than others in terms of re-growth. Personally I like a brome/timothy/clover/alfalfa/per. ryegrass mix for grazing - provides a salad bar all year long. But this on southern Iowa hills, not NE Iowa river bottoms. The mix you linked to looks good, but I'd add either per. ryegrass or brome to it as well. The #4 mix you get from Welters should go in the small seed box of the drill, while the per. ryegrass or bromegrass should be mixed with the oats as a cover crop in the main hopper.
