I don't know why you think you can't mix it with the starter.
Why not mix it with a 21-0-0-24 and use it as a starter? MAP & DAP we are not using as Ammoium Sulfate is much cheaper and also giving the P boost for the small corn.
You just have to meter the right amount of Boron in relation to the need in relation to your expected yield. to be safe only apply 80% and you will be right of.
Challenge with B is that it can be hindered in the uptake especily in high Ca saturation soils.
A foliar programm will be too short as the B isn't transfered with the sap downwards so if you have low B you will limit also rood development as B is one of the keys for good root development, besides other things. Enough B will also help, which helps the K uptake, will help to fight bugs, like Corn Boorer. So no need for add Share Holder Value for Monsanto. :-)
There is no need for GMO's as Corn Boorer is a nutrient def. symtom which was described in the mid '30's in the US already. Start to read the old research literature and you will be astonished how much you will gain in knowledge.
