Activated charcoal? That's a new one to me.

I like Jim's suggestions. It's close to what I've done with mine.

I really think the closing wheels are as important as anything else you might try. For wheat stubble, a wide single wheel would make certain that the seed is pressed into the soil firmly, without adding more residue and soil on top. Corn stubble, I'd go with the spoked wheels.

I've tried row cleaners in the past. They worked good for cotton and maize, but so-so for grass. Opened too much soil surface for wind-blown weed seed. For grass, I don't like giving those weeds the smallest opening. But then, perennials are slower to get going than most annuals.
