Can't you change to a pay by the minute service?
Re. original Q about the task manager, this does sound like a lot of stuff is running behind the scenes.
Is the light on the PC flickering like something's working?
You may also be able to tell from the noise it's making.
It should really be running below 5% when nothings obviously working, but even moving the mouse will jump it up.
