Chesley, Ontario | Hi, Clay;
There has been lots of talk about foliar N on soys, and many research trials. The large majority have shown no response, or a negative response, to foliar N. It is interesting that this web page has cherry picked the studies that did show a response.
(By the way, for Ontario readers: I have a high degree of confidence in the analytical work done in the lab at this organization. Some of the agronomic recommendations from the front office, lets just say that we have agreed to disagree on some points)
There are many reasons why a particular field would respond to foliar N at flowering. The common factor in most of the studies that showed a positive response was very high yields - 70 bu/ac+ without the N, so the nodules simply couldn't keep up with the demand. The other situation was where something had limited the effectiveness of nodulation, with acid soils being the most common.
It never hurts to do some trials, because things can change over time, or your land might be some that actually does respond. Just don't expect miracles!
