If the hydrant drains correctly, any of the locations would work. I personnaly would not place it in a building due to eventually needing to replace (if its an Iowa Woodford, then every 40 years or so). I water my small herd of feeder cattle once a day with a 120 feet of hose, the hydrant never freezes if I disconnect the hose after it is shut off. I disconnect the hose then hand over hand lift the hose over my shoulder as I walk along the hose. Run the hose in both directions and leave it in the snow for tomorrow, reconnect to hydrant.

Just in case not all of the water is removed from the hose, I have another laying next to it that is dry. Just switch hoses and be more careful on draining the hose. Carry the frozen hose into the laundry room and place in shower to thaw.
