Dave we always start our calves on good dry hay first, and then switch them over to wrapped  forage peas and oats , you will find that at 60% they will be pretty wet and scour alot.  I would do the dry hay first if it is good stuff and try switching them over .  With wrapped feed it is better if it is between 25% and 50% , you really can not get it to dry, makes good feed with not dust .
