Cleveland, MS. Own small farm near Booneville, MS
Stray dog took up residence at my mom's house. Since she lived alone and out in the country (nearest neighbor about a mile away) we thought it was probably a good thing. She fed the dog and he really took a liking to her. He would at least bark if someone came around. Was a rather "fierce looking" dog, but never offered to attack anyone. Neighbor moved some cows into the pasture across the road from her house. Dog got to chasing cows. Mother (having grown up on farm and been a farmer's wife all her life) understood the situation. Told neighbor to do whatever necessary to stop dog from chasing cows. Dog has disappeared. Don't know if he's looking at the grass from the bottom side or in the local dog pound, but result is the same. No more dog chasing cows. Bottom line: if neighbor has any understanding of cows at all he will either take care of the situation or give you permission. If not, he doesn't need to be living where cows live or he doesn't need to own dogs outside the house. Cows are cash crop you use to make a living. Dogs are usually not, regardless of how much we may "love" them. Yes, your neighbor has a right to own dogs, but only on HIS property, not on yours. JMO
