If you request your neighbor to fix his side of the fence he has too. If he doesnt you can have it done at his expense. Like wise he can request you to fix your side of the fence. If it becomes a feud usually the local township trustees can step in if asked. If that doesnt work it goes to lawyers. Best to start out with a discussion with the neighbor.
