Michigan.
We had the same thing going on here about four years back.
Couple of mangled horses, first hand sightings by credible folks including a retired wildlife Biologist.
Hell, the Cat was on the side of the road in front of a local country store at 6am and a County Deputy was dispatched because there were dozens of calls.

The DNR weasel words are always the same."No breeding population", "somebodys exotic pet", "Sightings were reported by other than trained and credible personnell".
Then somebody got pics on a game camera of a Female and a couple Cubs and the media got involved. Had tracks on my place a couple times and about the same time a Horse got Mauled down the road, and our spray Pilot watched one of them for about 10min. as it trotted down one of the State Hiking trails.

Now it's all about "protected status".

LOL!!!
Deny,deny, deny, while reminding folks they are regulated and protected.

Reading between the lines, a flail chopper turns biological waste into organic fertilizer. Just remember to send the hide down a river a couple towns over so the DNR can recover thier tracking tag that dosn't exist.
