Why is the fsa paying so much for crp?

Called the county FSA office today and had them fax me a CRP rental rate sheet. Looks like majority of CRP rental rates are below current cash rents that are being paid in the county. Top CRP rental rate for Macoupin County is $257 on ground that will rent in the $300- $400 acre range.

CRP contract that expired last fall that I was getting $80 acre, figures out to $152 under the current CRP rental rates being offered. About anything a tractor can be driven over would bring $150 cash rent around here.
