This seems to always be a problem I am currently running 11 first calf heifer pairs in a group at home and give them say 50-75' by 300' the water is on one end they stay on the strip for 2 days then move but after the first day the grass is ate much closer on the end with water than the other end by the end of the 2nd day grazing is much more uniform. This grass is very good half fescue, half orchard grass fed with 100# Urea and 100# Potash this spring. I will move them off to another farm in about 3 weeks and make hay off of this pasture.

I think you know the answer you just don't like it you need smaller padocks. My experience is make the space fit your animals for 2-3 days then move to get the most productivity. I just think it is much nicer moving tapes than feeding in the winter. Basically all we are doing is manging our grass to extend our grazing season and not have to haul so much hay or manure in the winter.
