While it is at the plant is is making money so they have a vested interest in containing it. Spent fuel is no longer making money and has an infinite storage period so somewhere along the line interest in spending the resourses to properly contain it will wane. I'm not saying nuclear isn't a viable option but dismissing the waste out of hand as a minor detail is careless.
