I have a feeling the cat wasn't glued to the pavement. With tempetures below -20, a little moisture on the cats paws would be instant freeze. Like putting your tongue on the pump handle.
I kind of thought the same thing. But Ive never seen a cat or dog get stuck to any of my cement floors or sidewalk.....
We cant find Osoma Binladen(spell)....... but we will be looking for the cat killer......
