Even though it doesn't get as hot as you have, it gets just as dry on the high plains and a code of practice like you have would be a great idea. Especially the "be prepared" aspect of it.
Don't know what you can do about acreage owners and tourists though-they seem to be congenitally incapable of sane and reasonable thought.
