If you are on I-55 on the East side of Springfield, take the "Clearlake Ave" exit into Springfield.
Clearlake is a 4 lane and will later split into Jefferson Street (West-bound) and Madison St. (Eastbound). When the streets split, you will be very close to the Library. (There is a stop light at the split because Jefferson {Westbound} is located South of Madison {Eastbound}, so traffic crosses at an X intersection. On the West end of town they use an overpass to merge traffic to the correct side of the street when it becomes 4 lane Jefferson.)
I'm thinking the Library is between Jefferson St. and Madison and between 7th and 9th street. I don't believe there is an 8th street.
Telephone directory lists Lincoln Library at at 326 S. 7th.
