Cattails are easily controlled with glyphosate.  You can get special aquatic glyphosate which doesn't have any surfactants in it but since you don't care about fish just use RUP.  I have fish and still use RUP.  I doubt you will eliminate the cattails but you can limit their spread. The biggest issue with my pond is keeping corn leaves and husks out of it in the spring and fall. 


Our cattails up here in the frozen north must be resistant to RUP, I know guys that pour on a half gallon and it browns them a little....
