If your county has drainage district, then the county supervisors are trustees of the drainage districts. The supervisors have probably designated a drainage attorney. Contact that attorney for advise. This attorney will know how your county typically handles situations of private tile in county right of way.
You may have already visited the county engineers office about the road plans as to what is there and when it was done.
The county recorders office may have records of any agreements between owners of the land when the tile work was done and any other landowners that benefit from the tile drainage. Abstracts of the land may include such drainage agreements as well.
The county road benefits from the tile as drainage helps to stabilize the road bed.

It is not just about what Chapter 468 of the Iowa Code says about drainage law in Iowa, it is about how that law is interpreted by the county drainage attorney and how that is practically applied by the county board of supervisors through your county engineer and the secondary roads department.
