Central ND | Put seed in. Turn vac on somewhat low flow. Put in ground and fill thy plates with seed. Then set your vac while you are moving.
You shouldn't be able to pull any vacuum without seed.
Think of it like this, a vacuum that can free flow won't show any suction on a guage. Put your hand to block the vacuum and you'll get a reading of suction.
