If this is the first time you have heard about this.......you really need to broaden your scope of contacts.
Mitchell has acquired quite the ego in a very short time. He is not the only game in town. Much simpler ways.
The only Eplants playing ball are smaller farmer owned plants. I applaud you. Jeff Broin does not play well with others when money is involved.
My take is that this is just another way to subsidize ag without direct payments to farmers. AND....it will probably survive a change in administrations this fall.
The GREET model has been wrong since its inception. I am highly suspect that it will be fully to our liking when it is revised. And when will that be?
