I would be shocked if you could find "low to no cost seed" from anywhere; it is typically very expensive. The other suggestions here are pretty much spot on!
I had some that had been hand gathered, couldn't give it away, it would be old but that shouldn't be too big a problem. Hand gathering from local plants is not hard, if you enjoy it and it keeps you out of trouble...
