Practical bicycles preceded cars by a few short decades, most of those cities were built when transportation was ships or walking. It's coincidence that Amsterdam is flat and compact enough to be easy to cycle. Lots of cities were built on hills next to the oceans or rivers that are much more difficult to cycle.
Ev's may be green, not so much making them.
