here's the deal, I normally mount my own scopes with no trouble, BUT every once in awhile I run into problems, this time after mounting a scope I run out of upwards travel, was told to change the base, or rings, what can or should I do, figured to ask here, I'm sure I'm not the first to run into this, can I put tape under the front mount or some kind of spacer? thinking this may put scope in a bind but not sure, that's why I'm asking here

It's going to depend a bit on the bases you're using, but yes, shimming under the front base(or rear, depending)should work. I'd try the tape trick first to see if that gives you sufficient range for your elevation. A few thousandth's(thickness of a single layer ope tape) won't cause enough deflection to bind the scope tube using two piece bases. More than that and I'd be inclined to use one piece bases for more support.

If it's real bad, I think Burris made self centering rings that could alleviate the risk of tweeking the tube
