CRP had very little to do with conservation and a lot to do with artificially inflating land prices to save banks from going broke on foreclosed farms. In reality it just pushed those banking issues down the road ten years to when those farms in crp were no longer supporting local businesses. If anything crp has subsidized non-farmer ownership of farm ground.
