Who does the paper work on each farm? If self reporting what happens if no farmer sends paper work back?
What happens if farmers refuse to improve social score? Are they going to be like China and refuse to let banks lend you money? Are they going to refuse to let people sell you seed?.
We need to be cashless to enforce this, otherwise they can't stop private sales
