Eastern NE KS | The tank looks like a Mirafount. I spent some time looking for installation instructions but those found are newer models with different water much larger heat tube that serves as a mount for the valve.
We have the newer design with a much larger heat tube. With it, I can remove the valve from the elbow leaving the elbow on the supply line. Then I can lift the tank away for access to the heat well.
I mention this because if you glue your parts together, the elbow will have to be cut away from the supply line. No big deal but this might explain your challenge. I think the second PVC pipe is used to access inline valve down in the heat tube. One diagram suggested used a rod to open or close this underground valve.
