Correct, but a lot of row crop farmers have been over-equipped for years. Unless you're using individual nozzle control on a sprayer, trying to strip till, or do vertical accuracy stuff like tile or ditching, true radio RTK tends to be overkill. But it's the best of all if you have the base a mile or less from the field you're in. I know of people using repeaters and such to get their signal to fields 25+ miles away from the base. I'd not agree with your statements then
