I mentioned that to a friend who didn't believe me, so I turned the lights off, ran the faucet, and shined an LED flashlight on the running water. The flashlight has a dimmer and LEDs dim the lights by varying their on/off time. Anyway, I would dim/brighten the light until the water coming out of the faucet looked like it was standing still. Works really well on the hydrant in the yard, open it so it dribbles, and I can make the drops seem to just hang there.

Moving the flashlight fast will often reveal the strobe function. Instead of your eyes blurring the flashlight movement into a single bar of light, you'll see individual dots of light. Flick the flashlight back and forth rapidly as a test.
