Between Omaha and Des Moines, 7 miles South of I80 | Debris in line, would make sense.
Just some FYI, for the original poster:
I've removed the upper RED head, and long INNER rod and plunger, from a "4 foot bury" Y34 hydrant and left in the outer gavanized shaft and lower brass valve (with drain hole) down in the dirt. I replaced the upper RED head assembly and inner rod, and new plunger, without doing any dirt work = Everything went well.
For your situation, I wonder if you could shutoff water supply, Remove RED head assembly and inner rod/plunger, then quickly turn on water supply to FLUSH OUT any possible debris ; then shutoff water, and reinstall your old RED head assembly and inner plunger and see if that cures your problem.
Note: make sure your RED handle is "turned ON" when you use pipe wrenches to "unscrew" that upper RED head assembly..
