I have seen ground that was field cultivated that sealed the top after a rain and stayed much wetter underneath. It also crusts worse because of the fine silt particles.

Does that crust inhibit water infiltration from future rain events?

I believe it does. We definitely get more soil erosion from runoff on tilled ground. Not sure if that’s because less is soaking in, or because the soil particles are so fine that the water carries it away easier.

Ryan, i forgot to mention in my original post another indirect way to conserve soil moisture is having a good infiltration rate, which make better use of the rain that you do get, which i think can be obtained with good ground cover.
