Subject: Electric fence problems

Hi all
Let me preface this with I'm a noob. I'm more of a crop person but recently Ive trying to put up an eletric fence to keep my animals away from my crops. The farm I'm on already had an electric fence set up and it was working but it's not anymore. The actual fence is sending 2000v through the wire and I'm able to put my finger on the wire with a little bit of fizzing from it on my finger tip. The ground wire has 1000v in it. I went along my fence line and replace multiple insulators. I also drove a new ground pole into the ground about 2 feet away with wire and 2 feet away from the other ground wire. I had little changed results. We also haven't had rain in a while so I soaked the ground surrounding the poles and it brought up the energy a little but that's about it. What else could this be? Maybe more cracked insulators? But to my knowledge I got all of them.
