I'd start by verifying that your brake lights stay off. I had a pickup where the brake pedal would jiggle enough when you hit a bump the tail lights would blink momentarily. Never knew it did that until I wired in a brake controller and was wondering why it kept trying to brake the trailer. Adjusted the brake light switch, and all was well since then.
