I'm guessing its similar to here where - Each area will buy from a broker and each store will re supply as needed. That wood is already sitting somewhere waiting to go to a store, already purchased from a mill at the high price of january. If those stores need to order it in, then that is the new price. However if a store still had some in stock from December, then it would still be at the low price it was purchased at.

Even during the height of lumber prices I was able to buy some 14 foot stuff reasonably cheap, because 14 isn't as heavily used, and they still had stuff sitting in the yard, bought pre-boom. Once I bought the remainder on hand the new stuff jumped dramatically as it was replaced. Things like 2x4's and 2x6's that they go thru a lot of, these prices are constantly changing as new stock is first bought by the brokers, and then onto the stores.

Those middle men need to make their money off the store, and the store passes it onto you, plus their take.
