Call the Iowa Dept of Revenue as suggested. But be prepared for the answer of "taxable", because it isn't strictly made for ag use. But go ahead and call them. If, by some miracle you get told it's "exempt", get the person's name, and get it in writing via email and print it off, or go USPS.
Don't bother with Wisconsin Dept of Revenue, you're not their problem.
