He might have meant that the tablet would need a second cellular data account to work when you are away from wifi. If your phone is capable of tethering or making a hotspot you would need an additional data account. Otherwise you can sign in to all of your accounts like google, youtube, etc on all of your devices. All the data will sync across them.
