People aren't migrating out of Japan. That graph shows a decrease in population due to birth rate. It shows approximate 2 to 3% decline in the population of Japan. People are migrating out of Ukraine. My graph shows an over 10% decline. That's not just a decrease in birth rate. In my area, a lot of ukrainians have been coming here for well over a decade now.
