When you push on that it actually acts like a "choke" to put it simpler.It is usually pulled in by vacuum ,,it can be the line to your intake is leaking and dropping vacuum levels.That unit may be fine.I once took a hose clamp and a shaped piece of wood,clamped it onto that and held in button to get by and move unit to shop.
