The right way to test them is take a cotton string, of the type that is used to tie up rolled roasts and the like.
Open the thermostat with your fingers or such and stick a end of the string through the opening letting it close on the string thereby pinching it.

Then a wood dowel, metal rod or such is laid across the top of the pot, the string with the thermostat to be tested is tied to the dowel thereby suspending the thermostat off of the bottom of the pan, turn the heat on and a thermometer is added to the pan often suspending it off the same dowel/rod thereby reading the water temp at thermostat level.

As the water heats up keep notice of the temp and thermostat, when the thermostat slides off the string, take notice of the temp. It should be within a few degrees of the opening temp that is stamped on the thermostat.

If the opening temp is higher than the boiling point of water add some salt to the water, that'll raise it's boiling temp.
