Is there a reason that you want to delay cultivation?

I don't think I have rotary hoed soybeans > 4" but have effectively tine weeded soybeans that were ~ 6".

If the weeds emerging in-row are already easy to see, most are probably well anchored and resistant to rotary hoeing unless you run the hoe really aggressively (as has been discussed in recent threads).

One thing to consider is that fracturing the soil surface with a rotary hoe, may improve soil flow into the row during cultivation and thus improve the effectiveness of your cultivation even if the rotary hoe pass does not kill many weeds.
