West central Ohio | Looks like a wart to me. Straight copper powder on it and a duct tape wrap for 4-5 days. I don't like using vet wrap, always seem to get it too tight which does more harm than the wart you're trying to heal.
Also, scratch that wart with a hoof knife to clean it up. A little blood is ok, but don't turn it into a geyser.
The copper will make him act like he's dying for the first 2 days. Don't feel bad for him and cut the wrap off early.
