I would look at the Mini2 either new or used.
The P3 was good in its day and the photo and video from it still looks good, but they are a cumbersome old thing compared to the fold up ones that will literally fit in your pocket.
With the older ones you might run into compatibility problems with the app and phone to run it, you can't realistically fly it without the app on a phone or tablet.

The old phantoms have bigger batteries and more power but there's not much difference in coping with wind as there is more area for it to push on.
You have to be wary of higher wind speeds once up in the air but the main threat from gusty winds is landing and taking off, you wouldn't want to go downwind at all unless you were sure it could fight its way back.
