I always install in the front set of holes and DO NOT stagger them. Run them side by side when you have pairs and make sure you have between 2 3/8"-2 1/2" between spikes narrowest point. Also make sure that you install them correctly. Did you get installation instructions? Start with zero down pressure and get up to planting speed and then check closing wheels. They should run the depth of the "U" between the teeth. If you can't achieve this with zero tension at planting speed then pull into first notch. As Buster50 mentioned you may want a drag chain to put the finishing touch on the row area. It is like having a harrow behind a field cultivator or disc.
