Subject: Air leveling valve line hook-up?

I bought a leveling valve and put it on the Deere 4710 for self leveling. I haven't got three others yet but am having trouble getting it to work right. The truck shop I bought it from said the middle line is always your incoming air supply. The top hole is always exhaust and the third (bottom) is for the airbag. I can't get it to work properly. It will air the bag up if I move the arm to do so. When I move the arm to lower the air bag pressure, it exhausts air, but necessarily from the bag, but from the air supply or reservoir. It should be a timed delay response from the control arm, but it is only sometimes. It is a neway 90054007 but not positive on the p. number right now. It is new and should be a timed delay. The arm has a good springy feel to it to return to mid position, but quite often at mid position it will continue to exhaust, until I move the arm to pressurize. I think the lines may be hooked wrong or I have a faulty leveling valve. What do you think? TIA It looks like what is found in the following links or you can google neway 90054007.
