Sounds very similiar to my basement.

Mines always wet, the house had an addition built on and the basement has two different floor levels, the newer part has a higher floor by about 10".

86' Waterguard, 118' socktile w/flowguard, 3 pumps and 7 wall anchors and a few other smaller items

I'd like have a dry basement that we could use but I cringe at the idea of spending that much $ on an old house.
