Yes the high/low shifting lever on the dash needs clutch to shift. I’m talking about the 2 buttons on the floor for the dual power. Those should shift without hesitation. If no buttons on the floor between the clutch and brake petals then you just have the 8 speed transmission.
Also sounds like the PTO break band is out. Needs a rear split to fix that.
